AERODROME COMMITTEE MEETING HELD AT DIMAPUR
The Aerodrome Committee for the management of Dimapur Airport held its meeting at
DCs conference hall Dimapur on 16th September 2009. Deputy Commissioner Dimapur Maongwati Aier who is also the
Chairman of the Aerodrome Committee for Dimapur District, while welcoming the committee
members urged the members to play a pro-active role with the right attitude to do the
right thing for the benefit of the people of the state with the motto Lets make
Dimapur Airport one of the bests among the NE.
The DC said that
Dimapur Airport is one of the
oldest Airports in the entire NE and the only airport in the state. He seriously viewed
the non-availability of basic amenities like restaurant and book stall, whereby he urged
the Airport Authority of India, Dimapur Branch officials to install the mentioned
facilities at the earliest. He also said that seating arrangement should be modernised
like in any airports as most of the time VIPs from the Capital visiting as state guests
are facing many hurdles because of non-availability of even minimum basic amenities. The
DC also urged for installation of state of the art conveyor belt as arrival of incoming
passengers luggages are being delayed as Dimapur airport is still in use of outdated
facilities. He said that as it is learnt that Airport Authority of India for NE region is
receiving Rs. 5 crore annually for maintenance of Airports at Guwahati, Dimapur, Imphal
and Tripura, he urged the officials in charge of the NE Region to utilise a substantial
amount for maintenance of Dimapur Airport. He also urged the officials to note the matter
seriously since Dimapur is the only Airport for the state of Nagaland. The DC also said
that as a precautionary measure due to outbreak of swine flu (H1N1), a quarantine cell
where medical team led by Doctors has been deputed from Dimapur District Hospital at the
Dimapur Airport and screening of incoming passengers has already started.
On prevention of
possible hijacks, the DC said that the committee has set up anti-hijack team with
elaborate security measures. The meeting was attended by Airport Authority of India
officials, Joint GM for NE Region, V. Gupta and his subordinates, Central Industrial
Security Force officials, Indian Airlines officials, officials from Dimapur District
Hospital and BSNL Dimapur Division.

LOWEST RAINFALL IN 20 YEARS IN NAGALAND
Officials from the Directorate of Soil & Water Conservation,
Kohima informed that the entire state of Nagaland has received the lowest rainfall in 20
years. District wise rainfall data from February to January shows a departure percentage
of Kohima (-) 46.9; Dimapur (-) 48.5; Peren (-) 61.1; Wokha (-) 28.4; Mokokchung (-) 27.5;
Phek (-) 34.6; Kiphire (-) 20.0; Tuensang (-) 33.5; Zunheboto (-) 38.0 and Mon (-) 53.0
Departure
percentage of (-) 19 to (+) 19 indicates normal, (-) 59 to 60 deficient and (-) 60 above
indicate scanty rainfall. From the data one can observe that all the districts have been
affected where Peren district was the most severely affected due to shortage of rainfall.
The officials observed that cultivation/sowing seeds starts in the month of February and
crops require optimum moisture for ideal growth between February to June. However,
rainfall received during these months was deficient/scanty. This has affected agricultural
and horticultural crops to a large extent, informed the officials.

INTER MINISTERIAL CENTRAL TEAM MEET STATE GOVERNMENT OFFICIALS
A high level
meeting of the State Government and the inter-ministerial Central Team was held on 16th September 2009 at
Hotel Japfü Kohima with regard to drought relief where officials from Chief Ministers
office, Planning, Agriculture, Horticulture and other important departments attended the
meeting. Nagaland Minister for Agriculture Dr. Chumben Murry who was also present pointed
out on the indication of climate change, which has resulted in food grain production
deficiency and requested the Central team to provide calamity relief.
Stating that 68%
of work force in Nagaland is engaged in Agriculture, where farming system is rain-fed, he
said that impact of a drought like situation is serious. He further apprised the Central
team that many applications from affected
farmers, seeking drought relief, has already been received. Giving a broad impression
after visiting the various drought affected districts in the state for assessment, the
Central team observed that deficiency of monsoon has adversely affected the crops
substantially and confirmed that yield will be less than 50 %. The team conveyed that
distress would be met temporarily and said that with projection of proper datas, they
would mention it to various ministries.
Commissioner
& Secretary, Agriculture, N.N. Zhasa said that due to late arrival of monsoon, many
nurseries had dried up, affected 1086 villages, 174,000 households and 12 lakh population
and informed that the Government has decided to launch maximum mitigation of drought.
Commissioner & Secretary, Horticulture & IPR, Sentiyanger and Commissioner &
Secretary, Thangi Manen also apprised the team leaders about the affected area and the
loss incurred due to the drought like situation in Nagaland.
The Nagaland
State Government officials presented supplementary Memorandum to the Central team
comprising of Joint Secretary, Ministry of Agriculture, S.C. Gargh, team leader, Deputy
Director, Ministry of Finance, Y.C. Sharma, Director, Directorate of Jute Development, Dr.
S.K. Biswas, Livestock Officer (AH), Department of AHD & F, B.P. Nagar, Economic
Officer (State Plan), Planning Commissioner, New Delhi, Subhobhaan Talukdar. Home
Commissioner, Nagaland Mhathung Kithan chaired the meeting while Commissioner &
Secretary, Agriculture, N.N. Zhasa proposed the vote of thanks.

CSS MOKOKCHUNG CONDUCTS ACP PROGRAMME
The Care & Support Society (CSS) Mokokchung organized AIDS
Competent Process (ACP) programme at Settsu village and Lozutangkong Ungma Fellowship on 9th & 13th of September 2009
respectively. Imchawati Kichu, Managing
Director, CSS highlighted the aims of the
programme. Abenla, Counselor, FCC of CSS speaking as a resource person advocated a common
concern of the whole community for HIV/AIDS in our region that is growing at an alarming
rate. In order to help out the villagers they should not solely depend on NGOs or
government aid, rather the villagers should plan and raise fund to organize local
programmes relating on HIV/AIDS awareness she added. The villagers in order to make their
villages HIV/AIDS free zone has decided to be more serious with regard to the pandemic of
HIV/AIDS and would conduct seminars shortly with the help of the citizens.

INTER MINISTERIAL CENTRAL TEAM VISITS MON
A High Level Inter Ministerial Central Team, led by Subhash
Gargh, Joint Secretary, Ministry of Agriculture, Government of India visited Mon on 16th September 2009 to
assess the drought like situation in the district. The Central team along with Mon
District Level Drought Committee (DLDC) headed by Deputy Commissioner, Mon Dinesh Kumar,
IAS visited the affected areas of Mon village and Yuching village respectively. The team
also interacted with the farmers at the affected sites.
During the
interaction the farmers reported to the Central team that besides affecting the
agricultural crops livestock was also affected due to delay in onset of monsoon. It may be mentioned here that productivity of the
Jhum is very poor as the crops could not receive enough moisture during the critical
stage. As per the pressing demand from the
affected farmers re-assessment was conducted by the District Level Drought Committee and
it was found that the total area affected is 15736ha which is inclusive of 12357ha of
Jhum, 1485ha of WTRC and 1894ha of perennial crops.
To compensate
the losses suffered by the farmers during the Kharif season, several remedial programmes
were also suggested by the District Level Drought Committee and submitted to the State
Level Drought Monitoring Cell and the High Level Central Team who visited the district.

MON DPDB MEETING HELD
The monthly Mon District Planning & Development Board meeting
was held under the chairmanship of Deputy Commissioner & Vice Chairman DPDB, Mon,
Dinesh Kumar, IAS at DC conference hall on 16th September 2009.
The meeting
started with welcome address by ADC, Mon followed by review of last meeting minutes. After
a lengthy discussion on frequent blockage of road at Yaling due to stone mining by the Mon
villagers, the house decided to hold meeting with the Mon villagers comprising of Konyak
Union, District Administration and PWD to find permanent solution to the problem.
In connection
with observance of RTI Act awareness week from 6th to 12th October the Board constituted the following
Sub-Committee to observe the RTI Week in the District. (1). ADC Mon Hq. as Chairman, (2). CMO, Mon (3). DFO, Mon. (4).
BDO, Mon. (5). EE, (PHED), Mon. (6). DPRO, Mon and (7). Representative from Konyak Union
as members. The House also constituted a five
members committee Mr. Zethose, ADC (Planning) as Chairman; Mr. Chingshom, Dy. Commandant
(VG); Mr. Yulao, BDO, Mon; Mr. Hiazu Meru, SDO (C), Mon Hq. and Mr. Chingang, F/Manager as
members to conduct Lucky Draw for the annual DPDB cum picnic to be held in the month of
December.
The Deputy
Commissioner informed the heads of offices and the members to extend all possible
co-operation and help to the census team who is arriving at Mon Hq. shortly. He also
informed about the visit of the High Level Central Team to Mon to assess the drought like
situation in the district and their interactions with the farmers. Viewing very seriously
about poor attendance of heads of offices during important meetings the Chairman warned
that drastic action will be initiated and the matter will be reported to the respective
Secretary. He directed officers to obtain leave whenever the officer is leaving the
headquarter for official duty and to direct their subordinate officers to represent the
department in the absence of the head of office.

PUBLIC OPINION SOUGHT ON BIO-DIVERSITY RULES
The expert
committee constituted by the Government of Nagaland to draft the Nagaland Biological
Diversity Rules (NBR), has solicited views and opinion from civil society. The move is to
make the process participatory and inclusive and to ensure that the rules best represent
the aspirations of the people it will govern.
A note from
member of the expert committee, Raj. K. Verma, Joint Secretary Government of Nagaland
stated that a comprehensive questionnaire has been framed and is being circulated to the
rural areas of Nagaland through facilitators. To elicit views from urban pockets as well
as the Naga diaspora, the questionnaire is available on the internet and can be downloaded

CHIEF SECRETARY TO GRACE NAGALAND JUDICIAL OFFICERS CONFERENCE
State Chief
Secretary Lalthara will be the chief guest during the Naaland Judicial Officers Conference
to be held at Zonal Council Hall, near Old MLA Hostel Kohima on 19th September 2009 from
10 a.m. onwards. Secretary, Justice & Law, K. N. Chishi will chair the programme in
the morning session. Other speakers will include Principal Secretary Justice & Law,
C.J. Ponraj; President, Nagaland Judicial Officers Association; District & Sessions
Judge, L.K. Achumi and Registrar, Guwahati High Court Kohima Bench, Khesheli Chishi. In
the afternoon session Principal Secretary Justice & Law, C.J. Ponraj will be the
moderator during discussion on Legal & Establishment matters.

DOG OWNERS ASKED TO KEEP THEIR DOGS CHAINED
Mokokchung Municipal Council (MMC) has asked dog owners in the
town to keep their dogs under enclosures/chained as per the standing order from 6 a.m. to
6 p.m. ADC & Administrator, MMC, R. Asenla Keitzar further requested all Ward
authorities to discipline the concerned dog owners within their jurisdiction.
